For the agency, the expectation is simple: if there has been a change that results in a refund, the amount should be returned within a reasonable timeframe. However, the hotel may be willing to fulfil this obligation while remaining dependent on banking procedures beyond its control.
It is in this mismatch that a banking problem comes to be interpreted as a lack of responsibility on the part of the hotel and, by extension, as a lack of confidence in Angola as a destination.

The respective deadlines and conditions must be clear, without promises of refunds that the parties involved are unable to guarantee.
What needs to change
Practical coordination is needed between commercial banks, competent authorities, AGT, tourism entities and sector representatives in order to:

Create monitoring and resolution channels, preventing hotels and agencies from being left without concrete information about the status of transactions.
It is not enough to advise hotels to explain delays to their partners. It is necessary to address the causes of these delays and ensure that each party assumes its responsibility.
This is an alert about the competitiveness and credibility of Angolan tourism. Every blocked payment, every refund without a defined timeframe and every poorly explained charge damages commercial relationships that have taken time to build.
If we want international agencies and operators to sell Angola with confidence, we need to offer them security throughout the entire process: from the initial booking to the completion of the service, including when a refund is necessary.
