5% Contribution on International Tourist Stays in Angola
International tourists staying in Angola are required to pay the
Special Tourism Contribution, established by Presidential Legislative Decree No. 4/26 of 30 April.
The contribution corresponds to
5% of the accommodation rate and may only be charged for a maximum of
seven overnight stays per visit.
⚠️ IMPORTANT INFORMATION
The amount must appear separately on the invoice or receipt issued by the accommodation establishment.
Angolan citizens, foreign citizens residing in Angola and international tourists under the age of 12 are exempt.
How is it calculated?
For an accommodation rate of 50,000 Kz, the contribution will be 2,500 Kz per night.
For a three-night stay, the tourist will pay 7,500 Kz. When the stay exceeds seven nights, the contribution may only be charged on the first seven overnight stays.
The contribution must be calculated on the accommodation rate and not on meals, transfers, laundry, tours or other additional services.
Who is responsible for collecting it?
Hotels, guesthouses, resorts, inns and local accommodation establishments are responsible for collecting the contribution and subsequently transferring the amounts to the State.
The amount collected does not represent additional revenue for the hotel. For this reason, it must be clearly identified on a separate line of the invoice or receipt.
Travellers should confirm that the charge corresponds to 5%, does not exceed seven nights and has not been charged twice by both the travel agency and the hotel.
Advance information helps prevent disputes
Accommodation establishments should inform guests about this contribution at the time of booking, in the booking confirmation sent to the guest and during check-in.
A lack of information may lead to disputes at the time of payment and damage the image of both the establishment and the tourist destination.
Hotéis Angola recommends that travellers should not pay this contribution without receiving an invoice or receipt in which the amount is properly identified.
The revenue should improve tourist destinations
Charging tourists an additional amount will only make sense if the revenue is used to improve the conditions found at tourist destinations.
Roads, signage, tourist information, safety, heritage preservation and the maintenance of public spaces should directly benefit from these funds.
It is also important for the competent authorities to publish clear information on how much revenue was collected, where the funds were used and what results were achieved.
The contribution cannot become merely another source of revenue for the State. It must result in visible improvements for tourists, businesses and local communities.
