Also known historically as the District Government Palace, it is located on Avenida 4 de Fevereiro (Edifício da Marginal), in the center of Sumbe.

It is one of the most important examples of administrative architecture from the colonial period in Angola. The building was designed to house the highest services of the Portuguese district administration.
The city of Sumbe, known as Novo Redondo during the colonial era, established itself as an important administrative center of the central coastal region of Angola. It was within this context that the need arose to construct a government headquarters that reflected the authority of the colonial State. The building was erected between the 1940s and 1950s, a period during which Portugal intensified the construction of administrative infrastructure in the then overseas provinces.

After Angola's independence in 1975, the former District Government Palace began serving as the headquarters of the Provincial Government of Cuanza Sul, maintaining its administrative function to the present day.
Over the years, the building has undergone conservation and rehabilitation interventions, seeking to preserve its historical significance and ensure the continuity of its institutional use. In recent years, the Provincial Government has expressed the need to move forward with more extensive rehabilitation works on the palace.

Architecture
From an architectural perspective, the building displays characteristics typical of official Portuguese architecture from the Estado Novo period. The building is described as belonging to the neo-traditional style, following the neo-manorial model, inspired by the old Portuguese manor houses of the 17th and 18th centuries.
This style sought to convey an image of stability, tradition, and administrative authority.

More than a simple government headquarters, the building constitutes an important testimony to the urban evolution of Sumbe and the political-administrative history of Cuanza Sul.
Currently, the Provincial Government Palace continues to serve as the center of administrative decision-making in Cuanza Sul, housing the office of the Provincial Governor and various local executive services.
Thus, the building assumes a dual significance: functional, as the seat of the provincial government, and historical, as an architectural heritage site that has spanned different periods of Angola's history.
